WMTA Closing 2025 in Washington County

Background

The Western Maryland Troopers Association was established by Dan Seiler, Allen Swope, and Charlie West with the mission of benefiting children in Washington County. Through numerous successful fundraisers and activities over the years, the WMTA has proudly supported many worthwhile initiatives including:

  • Trooper Camp
  • Family Bowling events
  • Annual Christmas Party
  • $2,000 Annual Scholarship Awards for Washington County Public Schools graduating seniors pursuing Criminal Justice degrees

Current Situation

After careful consideration, the Board of Directors has voted to conclude our Criminal Justice Scholarship program. We propose to donate the remaining scholarship funds to the Larry Small Scholarship Fund at Hagerstown Community College, a 501(c)(3) managed by the College Foundation.

About Larry Small

Larry Small began his connection with law enforcement as a criminal justice intern at the Barrack in 1985, where he studied the duties of a State Trooper and created a recruiting presentation for community outreach events. He later achieved his goal of becoming a Trooper and was assigned to the JFK Highway Barrack.

Tragically, Trooper Small and TFC Jerry Sawa lost their lives in the line of duty on I-95 when a truck driver fell asleep at the wheel and struck their vehicle.

The Larry Small Scholarship Fund

Professor Steve Zabatakas, a Criminal Justice Professor at Hagerstown Community College, established the Larry Small Scholarship Fund to honor his memory. This scholarship supports deserving students pursuing degrees in Criminal Justice, with most recipients coming from Washington County Public High Schools.

Since September 2008, the WMTA has been a major contributor to this scholarship program, making this a natural continuation of our mission to support Washington County students pursuing careers in law enforcement.

Notice to Members

This memorandum serves as official notice to all WMTA members of the proposed fund donation. If you have objections to donating the remaining scholarship money to the HCC Larry Small Scholarship Fund, please contact either:

All objections must be submitted by May 5, 2025, and should include an explanation of your concerns along with alternative solutions.

If no objections are received by the deadline, the remaining funds will be donated to the HCC Larry Small Scholarship Fund in the name of the Western Maryland Troopers Association.

2024 Scholarship Award

Congratulations to Reese Sitter of Hagerstown, Maryland, on being awarded the Western Maryland Troopers Association 2024 Scholarship! Miss Sitter has exceptional qualifications and has earned this prestigious honor. Her outstanding academic record, commitment to community service, and demonstrated passion for criminal justice stood out among a highly competitive field of applicants.

2023 WMTA Scholarship Winner

The 2023 WMTA Scholarship award winner goes to Chloe Mills of Cavetown, Maryland. Chloe graduated from the Washington County Technical School in June of 2023. She is enrolled in a Criminal Justice degree program at the Frederick Community College. She has completed the scholarship requirement and was awarded her $2000 scholarship after the successful completion of her fall semester. We at the Western Maryland Troopers Association are proud of Chloe and wish her the best.

2021 WMTA Scholarship Winner

Congratulations to Diana K. James who was the 2021 scholarship winner. She has completed all of the scholarship requirements and has started her second semester at Hagerstown Community College.

2023 W.M.T.A. Scholarship

High school seniors should already be thinking about their first year in college. Graduating from high school and moving on to a college is a very big step in a young person’s life. The members of the Western Maryland Troopers Association has made a serious financial commitment to helping students that want to pursue a degree in Criminal Justice. If you are a student in a Washington County public high school graduating next year and want to pursue a degree in Criminal Justice and want help with the high costs of college, please download our scholarship application and return it as soon you can but no later than April 15th 2023.  Please read carefully the first page of our application and strictly follow our guidelines.

2020 Scholarship Winner

Congratulations!
Monique Blocker of Hagerstown, Maryland, is the 2020 Western Maryland Troopers Association’s scholarship winner. She plans to attend the Hagerstown Community College for her first two years before transferring to the University of Maryland to complete her degree in criminal justice.

On 12/26/20, Miss Blocker completed her scholarship requirements, and a $2000 check was mailed to her. Congratulations!
